The Child Care Assistance and ID/DD Case Management Team Leader provides clinical and administrative leadership in the implementation of the childcare assistance and case management program. Provides casework supervision by directing the activities of four family service specialists, reviewing and approving casework decisions and childcare individual service plans that support movement toward self-sufficiency. Utilizing perspectives of equity and a two generational approach; provides case management oversight to ensure that families and children have access to services that best meet their needs, and that all case activities meet federal, state, and local case management requirements including payment accuracy for authorized services. Directs the new client intake documentation and assessments process for Child Care Subsidy. Manages the Child Care Assistance program budget and waiting list as applicable.

Examples of Duties
  • Provide case management and direct social work services;
  • Conduct comprehensive clinical assessments, and coordinate with peers and community partners to develop plans of service for the client;
  • Organize and facilitate clinical team meetings to provide guidance to Family Service Specialist I and II’s on case related issues, policies and procedures, and agency initiatives;
  • Serve as childcare assistance program procedural and policy expert;
  • Perform and provide oversight for quality assurance measures;
  • Prepare periodic reports on program performance and auditing, and utilize data to enhance best practice to improve outcomes;
  • Assist manager with research and analysis of program operations and performance;
  • Manage the program budget;
  • Facilitate and participate in intra/interagency work groups, and collaborates with private providers, community partners, and state childcare office
  • Maintain Memorandums of Understanding with relevant organizations depending on the functional area of assignment;
  • Serve as task supervisor of volunteers and interns, and maintain records;
  • Perform other duties as assigned.


Supervision:
  • Supervise family services specialists, including but not limited to daily interaction, as needed, to provide guidance, support, and technical assistance.
  • Facilitate individual supervision meetings with staff and leads group staff meetings.
  • Coach staff in working with clients with complex needs and in making more complex case management decisions.
  • Establish team goals, objectives and benchmarks and monitors progress over time.
  • Review and ensure that documentation in individual record is kept according to federal, State, and departmental policy.
  • Ensure that clients have access to a satisfaction survey, reviews the feedback and presents to the team generalized data quarterly for discussion and action as needed.
  • Ensure the Child Care Assistance New Application Packets are complete and meet the State requirements.
  • Ensure a process to maintain, data management systems (e.g., the Child Care Assistance New Applications Portal in CommonHelp, New Applicant and Client Assignment Log).
Personnel Management:
  • Completes recruitment actions and interviews applicants for vacant positions and recommends appointments, promotion, transfer, disciplinary action, or termination.
  • Trains new and current employees on individual work assignments and provides general orientation to programs and services.
  • Approves staff work schedules to assure unit coverage and verifies timecards biweekly.
Staff Training and Development:
  • Promotes staff development, encourages staff to set individual goals.
  • Evaluates employee work performance.
  • Identifies staff training needs and assures that staff gets recommended and/or required training.
  • Attends staff meetings, conferences, in-service trainings, and workshops.
  • Participates in special projects and other duties as assigned and performs related work as required.

Minimum Qualifications
Minimum of a Bachelor’s degree in a Human Services field or minimum of a Bachelor’s degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia).

Some knowledge of the principles and practices of social work. Some knowledge of social, psychiatric, economic and health problems. Some knowledge of early childhood development theory, intellectual and developmental delay and Child Care Assistance services.

Preferred Qualifications
Master’s degree in Social Work; Some supervisory experience; Some Child Care Assistance experience; Some experience in case management.

The investigation may include fingerprint checks (State Police, FBI), local agency checks, employment verification and references, verification of education (relevant to employment), credit checks (relevant to employment), and other checks requested by the hiring authority.

This position is covered under the Code of Virginia Section 63.2-1601.1 or Section 63.2-1720 requiring the finalist candidate to submit to fingerprinting and provide personal descriptive information for a criminal history record check through the Central Criminal Records Exchange and a search of the Central Registry.
