Duties
Lead the C5ISR Center's Strategic Communications and Engagements Office in a supervisory role. Responsible for directing and overseeing the C5ISR Center's public affairs, events, and protocol staff and functions.
Create and maintain a comprehensive stakeholder analysis, identifying organizational and individual influencers and methodologies for effective messaging. Develop and implement strategic communications and engagement plans, both internally and externally, to create an understanding of and commitment to the C5ISR Center's missions and objectives. Translate organizational information into appropriate themes and messages tailored to respective audiences, including the Army, Joint Services, Office of the Secretary of Defense (OSD), other Government agencies, industry, academia, the international community and the media. Propose, plan, synchronize, and execute informative and persuasive key leader engagements in support of organizational goals and objectives. This will include collaboration with internal and external stakeholders in the planning phase (to include higher headquarters and partner organizations), developing and refining agendas, aligning appropriate protocol support, preparing post-engagement executive summaries, and coordinating follow on actions. Propose, plan, synchronize and execute organizational participation in speaking engagements, conferences, symposiums, and exhibitions as well as C5ISR Center sponsored events, including industry days and distinguished visitor days.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty (TDY) travel up to 25% of time.
- The incumbent must be able to obtain and maintain a Secret security clearance.
- NOTE: There may be a requirement for the incumbent to be able to obtain and maintain a Top Secret with Sensitive Compartmented Information (SCI) security clearance in the future and be subject to random drug testing.
- This position may occasionally be subject to extended work hours on evenings, weekends, and/or holidays.
Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:
Specialized experience is defined as work that involves 1) strategic communications planning activities; 2) experience in media relations (i.e. aiding in the organization of media events, utilizing social media for informational and/or marketing purposes, or facilitating communication from the organization to the general public); 3) experience leading a team or working group in a communications based program or project; 4) experience in planning and conducting key leader engagements at the general office/senior executive service member level. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (DE-03/GS-13).
