Basic Function

Under general direction of the City Manager, plan, organize and direct all phases of the City’s Human Resources Department including labor relations, recruitment and selection, classification and salary administration, workers compensation, benefits and retirement plans, training and employee development and Equal Employment Opportunity Commission.

Distinguishing Characteristics

This position serves as a department head. The Director of Human Resources plans, organizes and directs the activities and programs of the Human Resources Department which includes recruitment, examination, and selection; classification and compensation; salary and benefit administration; workers compensation; labor relations; employee relations; training and employee development; human resources planning and development; and central personnel records and files. The incumbent also works with executive management and the City Manager in providing leadership and guidance in workforce development and succession planning. This position exercises direct supervision over professional, technical and support staff.

Typical Duties

  • Plans, directs, supervises and coordinates the activities of the Human Resources Department including recruitment and selection, classification and compensation, labor relations, training and employee development, workers compensation and benefits administration.
  • Oversees the City's labor relations program; develops management strategies in response to employee organization positions in meet and confer, grievance, and disciplinary processes; heads the City's labor relations negotiating team and administers resulting agreements.
  • Develops and maintains equitable and competitive classification and compensation programs, within the constraints of budgetary parameters.
  • Ensures the City maintains compliance with laws related to the Equal Employment Opportunity Commission and the Department of Fair Employment and Housing.
  • Oversees the City's workers' compensation and employee benefits programs.
  • Ensures that Human Resources staff maintains up-to-date knowledge, skills and abilities related to the administration of all responsibilities and functions, in order to fully support the operating and service-delivery departments.
  • Drafts, recommends, and implements administrative policies and procedures related to Human Resources.
  • Administers, interprets, and applies provisions of personnel policies and regulations, memoranda of understanding, civil service rules and regulations, and other related policy documents.
  • Advises and assists managers on personnel and labor relations matters, including employment, disciplinary actions, grievances, and performance problems and evaluations.
  • Oversees the preparation and administration of the department operating budget.
  • Monitors legislative and legal changes, and ensures City and department compliance.
  • Conducts research and analysis of complex technical issues; evaluates options and makes recommendations for action; prepares reports and recommendations for City staff, City Council and advisory bodies.
  • Serves as staff to Equal Employment Opportunity Commission; prepares agendas and recommendations.
  • Supervises the preparation and maintenance of records and reports, including personnel files, required statistical reporting, and related documents.
  • Investigates allegations of sexual harassment, employment discrimination and other policy violations; monitors the City's equal employment program.
  • Assists in the general administration of the City as a member of the executive management team by providing input into the problem-solving and decision-making processes.

WORKING CONDITIONS
Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine motor coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

The minimum qualifications for education and experience can be met in the following way:

Education and Experience:

  • A Bachelor's degree from an accredited college or university in human resources management, business or public administration, industrial/organizational psychology, political science or a related field and,
  • Five (5) years of professional-level human resources management experience including two (2) years of supervision and management of professional human resources staff.

Knowledge:

  • Principles and practices of public human resources administration, including recruitment and selection, classification and compensation, employee benefits, workers' compensation, labor relations, and employee training and development.
  • Applicable federal, state and local agencies, laws, codes, regulations, and practices related to human resources administration.
  • Principles and practices of organization, management, supervision and budgeting.
  • Principles and practices of public sector collective bargaining; various approaches to employee relations and interpersonal communication.
  • Conflict resolution and negotiation techniques.


Abilities:

  • Plan, organize and direct municipal human resources programs and activities.
  • Represent the City and negotiate with represented groups.
  • Effectively plan, organize, supervise, review and evaluate the work of others, and provide for their training and development.
  • Understand, apply and interpret complex laws and regulations governing human resources program operations.
  • Prepare and present oral and written narrative and statistical reports, recommendations and correspondence; communicate clearly and concisely, both orally and in writing.
  • Represent the City effectively to employees, managers, bargaining unit representatives, elected officials, vendors, consultants, and members of the public.
  • Deal constructively with conflict, and facilitate resolution of disputes; gain cooperation through discussion and persuasion.
  • Prepare and administer a department budget.
  • Conduct and direct complex analyses, evaluate alternatives, and develop and implement sound recommendations.
  • Interpret political and administrative direction and incorporate into operational policy and procedures.
  • Exercise sound professional judgment and work effectively with others to resolve human resources problems.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Observe safety principles and work in a safe manner.

DESIRABLE QUALIFICATIONS:
  • Public sector professional level human resources experience.
  • A Master's degree in human resources management, business or public administration, industrial/organizational psychology or a related field.

Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, add 8 hours for each additional year up to a maximum of 160 hours/year.
Management Vacation – 80 hours per year
Sick – 12 days/year
Holidays – up to 11 days/year, plus 3 floating holidays
INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays at least 90% of the cost of coverage. Participating members will contribute an additional $50 per pay period toward health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage.
Life – City provides a $25,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
RETIREMENT
All regular employees become members of Public Employees' Retirement System (PERS) 2% @ 62 (3 year average) plan. Prior PERS membership may affect retirement formula. Employees contribute 12.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
