SUMMARY
The Chief Medical Officer (CMO) works in collaboration with direct and leadership staff to improve connections to care and client engagement in health and psychiatric services. The CMO guides the design and implementation of clinical programs for some of New York’s neediest and most disenfranchised citizens in a supportive, collaborative environment. The CMO creates and maintains a high standard of clinical practice that is informed by accepted practice standards, research and evidence, agency purpose, values and desired outcomes, consumer input, and the experience of agency personnel.
Specifically, the CMO has primary responsibility for the development, administration, expansion and leadership of Urban Pathways Total Wellness Program; provides supervision and support to the organization’s nursing staff; manages vendor relationships with health care providers under contract to provide services to Urban Pathways clients; develops, facilitates and manages Linkage Agreements with community partners and relationships with other community and hospital partners; and develops staff capacity in health and psychiatric care management through staff training and consultation/ case conferencing.
The CMO provides direct care to clients who do not have a primary psychiatrist and ensures that clinical services provided by Urban Pathways staff are optimally beneficial to agency consumers.
Program/Facilities
- Provides leadership for the Total Wellness Program
- Supervises the Project Coordinator of the Total Wellness Program
- Works to expand Total Wellness throughout Urban Pathways residential and program sites.
- Works to create and maintain a clinical practice culture that is aligned with the agency’s purpose, core values, vision and mission statement.
- Manages budgeting and fiscal resources associated with Total Wellness including all foundation support.
- Works with Urban Pathways leadership to identify and access mainstream funding to support the program.
- Implements the use of information and data from external sources (RHIO/ PSYCKES) to improve client engagement and care.
- Ensures appropriate, effective day-to-day nursing operations within the agency.
- Ensures nurses practice safely and effectively.
- Ensures agency nurses receive appropriate supervision.
- Ensures effective and appropriate utilization of psychiatrists, primary care providers and nurses.
- Ensures clinical practice is consistent with accepted practice standards, research and evidence, and agency purposes and values.
- In collaboration with other agency leadership, ensures clinical care operations are effectively integrated into program site operations.
- Develops and implements policies and procedures for safe, effective clinical practice that complies with all regulatory standards, supports best practices and fulfills UP’s contractual obligations.
- Recruits, hires, the Total Wellness Coordinator and agency nurses when necessary.
- Monitors performance of agency nurses.
- Works with internal and external resources to maximize health and psychiatric care for Urban Pathways clients and residents.
- Liaises between contracted primary care and psychiatry and Urban Pathways.
- Develops and manages relationships with community-based providers including developing formal linkage agreements where appropriate.
- Develops relationships with CPEP and discharge planning staff to assist in client transitions to and from hospital-based care.
- Consults with external ACT and IMT team psychiatrists as needed to coordinate care.
- Serves as a member of Urban Pathways Special Incident Review Committee.
- Provides psychiatric care on a limited basis to agency clients while they transition to a permanent primary provider.
Develops Organizational and Staff Capacity in the management of health care and psychiatric care.- Provides leadership which supports, challenges and inspires agency staff

- Serves as a member of the Special Incident Review Committee.
- Provides training and professional development opportunities to both medical (nurse practitioners and nurses) and social service staff.
- Provides healthcare consultations and/or participates in case conferencing for clients facing complicated or challenging care concerns.
- Ensures effective introduction of psychiatry, primary care and nursing operations into new programs.
- Recruits, hires, trains and retains staff including Program Coordinator, psychiatric nurse practitioners and nurses.
Monitors and optimizes all Medicaid billing operations in collaboration with other agency leadership, develops and grows the agency’s psychiatry and nursing operations.- Maintains good working relationships with agency partners, funders and other stakeholders.
- Effectively participates in agency committees including Administrative Issues, Senior Management, Management, Quality Assurance, and Incident Review.
Performs all other duties as assigned and as required.
QUALIFICATIONS
Education and Experience
- Board Certified or Board Eligible physician, licensed to practice medicine in New York State, with residency training in psychiatry, family medicine, internal medicine, or other primary care specialty
- At least 5 years of relevant supervisory or administrative experience
- Proficient in the use of electronic medical records
- Proficient in the use of Microsoft Excel, Word and Outlook
- Committed to servant leadership principles and person-centered care.

- All programs require field work, home visits, client escorts, and use of public transportation.
