The Pooled Money Investment Board (PMIB) invests the money available from the State General Fund and the hundreds of other state funds deposited with the State Treasurer. The PMIB also provides investment management services for other state agencies with investment portfolios, such as the Kansas Department of Transportation and Health Care Stabilization funds. In addition, PMIB's responsibilities include the management and administration of the Kansas Municipal Investment Pool (MIP), which provides an investment alternative for local government entities in Kansas.

Position Summary: Chief Investment Officer

The State of Kansas is seeking a senior level executive to direct the management of a multi-billion-dollar portfolio of high-quality fixed income investments. The portfolio includes the assets of the Municipal Investment Pool and multiple state agencies. This critical position serves as Agency Head and manages the PMIB office and team in Topeka, Kansas. They are responsible for planning, directing, and managing the state moneys investment programs under the direction of the Board in accordance with applicable statutes, rules and regulations, and policies of the Board. The Executive Director establishes and maintains a written Procedures Manual for the operation of the investment program consistent with the Board’s written Investment Policy. They must ensure that a proper system of internal controls is in place at all times.

Additional responsibilities include, but not limited to:

  • Approve bank designations for State agency bank accounts as set out in KSA 75-4214, with balances under $250,000.
  • Drafts agendas and materials for PMIB Board meetings and, working with the Board chairperson, schedules PMIB Board meetings.
  • Makes presentations to legislative committees, the Division of Budget, the Kansas Legislative Research Department, and other state agencies as appropriate.
  • Serves as liaison with representatives of Kansas Department of Transportation (KDOT), the Health Care Stabilization Fund (HCSF), the State Treasurers Office (STO), the Kansas Development Finance Authority (KDFA), the Kansas Bankers Association (KBA), the League of Kansas Municipalities (LKM), and all other external constituencies as appropriate.
  • Prepares and submits the agency’s annual budget request and responds to budget recommendations from the Division of the Budget and the Governor’s office.
  • Fields inquiries from a variety of contacts from state and local government and agency representatives.

Qualifications

  • Candidates will hold a Bachelor’s degree in Finance, Accounting or a related discipline and at least 10 years of experience in senior management positions as an investment or trust officer for a financial institution, association or corporation, or experience in a finance-related field.
  • Supervisory experience, as well as experience in the management of money market and fixed income investments, is required.
  • Chartered Financial Analyst (CFA) is a preferred qualification.
