NATURE OF ASSIGNMENT: This position serves as a Chief Engineer at the Duluth Project Office, working under the general supervision of a tugboat Master. Assignments are received in general terms and the individual is required to makes technical and operational decisions based on their experience and licensure, with direct impacts to the vessel’s operability and safety. The position will be assigned to the Tug D.L. Billmaier formally known as Navy Tug Nattchitoches YTB 799 built in 1969 which is s single screw with an EMD 12 Cylinder 2100 Hp engine. The tugboat will primarily support the Duluth Floating Plant to perform maintenance of navigation structures at federal harbors from Duluth, MN to Grand Marais, Mn & from Duluth, MN to Marquette, Michigan.
This shall include operating the tug within harbors and open water towing primarily on Lake Superior.
Depending on funding allocations the tug can be utilized on federal projects across the great lakes.
- Serves as a Chief Engineer of a diesel powered tug displacing up to 500 Gross Registered Tons (GRT).
- Works under the general direction of the vessel’s Master for daily operations with direction provided orally, written, or in combination. Keeps the Master updated routinely on the Engine Department condition.
- Will operated the vessel’s diesel, electric, mechanical, hydraulic, and electronic equipment.
- Ensure USACE Facilities and Equipment Maintenance (FEM) is utilized for floating plant maintenance, repair, and inspections within the Engine Department. Utilize vessel specific maintenance software as an ancillary means to feed FEM as required.
- Ensure the Engine Department maintenance and repairs are sustained for annual USCG Subchapter M COI compliance and issuance.
- Ensure the Engine Department maintenance and repairs are sustained for ABS inspections and compliance.
- Operate and staff the vessel’s Engine Department with complete responsibility inherent to their USCG licensure.
- Develop junior graded mariners assigned to the Engine Department, fostering knowledge and skill development for future licensing, endorsements, and rating increases.
- Assists Engineers, Technicians, Facility Operations Specialists, and others with drawings and sketches to be utilizing for documenting actual work implemented in the field for clear and concise record drawings.
- Assists Engineers, Technicians, Facility Operations Specialists, and others with technical language and understanding for maintenance, repair, and overhaul contract development.
- As a senior subject matter expert (SME), assists other Project Office floating plant with maintenance and repair, to include diesel engines, generators, compressors, hydraulic systems, electric systems, and load handling equipment (LHE).
- Serve as the vessel’s primary safety officer in the Engine Department, ensuring department specific crew drills are performed, safety equipment is inspected and serviced properly, and procedures remain updated.
- Keep detailed operations and maintenance logs for the Engine Department.
MINIMUM QUALIFICATIONS: To qualify for this position, you must meet the experience requirements described below. Experience refers to paid and unpaid experience. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience as well as
Merchant Mariner Reference Number and applicable ratings.
SPECIALIZED EXPERIENCE: Mariner must have experience serving as a Designated Duty Engineer onboard motor driven tugboats working on the Great Lakes in both summer and winter conditions. At a minimum the mariner must hold U.S. Coast Guard (USCG) Merchant Mariner Credentialing (MMC) to serve as a Designated Duty
Engineer (DDE) of up to 4,000 horsepower motor propelled vessels displacing up to 500 Gross Registered Tons

CONDITIONS OF EMPLOYMENT:
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to frequently lift and carry materials weighing up to 40 pounds.
- This position requires a pre-employment and annual physical exam.
- This position requires participation in the Civilian Drug Abuse Testing Program.
- This position requires shift work during open-lake towing operations.
- This position requires Temporary Duty Travel (TDY) up to 75% of the duty time.
- This position requires First Aid and Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) certification.
- This position requires the incumbent to possess and maintain a valid state motor vehicle driver’s license.
- This position requires the incumbent to possess and maintain a valid U.S. Coast Guard (USCG) Merchant
Mariner Credential with applicable endorsements.
