Turning Point Community Programs is seeking a Chief Development Officer for our Administration office in Rancho Cordova. GENERAL PURPOSE

Under administrative direction of the Chief Executive Officer (CEO) and Chief Operations Officer (COO), oversees the overall management of the Development Department including planning, organizing, administering, coordinating, reviewing, and evaluating the operations of the department; serves as a member of Senior Leadership; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

This is an at-will senior leadership position within the Executive Department at Home Office responsible for providing leadership and oversight of all resource development strategies and activities, including creating, planning and managing successful initiatives in areas of request for proposals (RFPs), grants, annual giving, special events, communications, and strategic direction and policy to help set direction to ensure the longevity of the organization. The work requires a high level of administrative and management skill, knowledge, and ability as well as demonstrated leadership. The incumbent exercises considerable initiative, judgment, and discretion to make independent decisions within funding and agency policy established by the CEO and Board of Directors.

ESSENTIAL DUTIES AND RESPONSIBILITIES – (ILLUSTRATIVE ONLY)

  • Works with senior leadership, program staff, and board of directors, to develop, lead and direct significant funding initiatives including seeking alternative sources for nonprofit funding related to TPCP mission, vision and values, which may include county funders, private funders, and other governmental funding in the form of RFPs, grants, and resources from legislative policy now and in the future.
  • Work with the CEO, Senior Leadership staff, and Board of Directors to facilitate short and long-term strategic plans for the Development team.
  • Works with the senior leadership team, the development team and the board to lead research and engage specified, annual, and multi-year resource balanced mix of development strategies and monitor progress against goals.
  • Be responsible for planning and implementing strategies to provide oversight of the fund development program, monitor development activities, and address issues that may hamper the well-being, growth and success.
  • Develop, write, edit and/or review written proposals, letters and other communications for individuals, corporations, foundations and grantors.
  • Establish performance measures, monitor results, and evaluate the efficacy of the funding development program.
  • Lead process to research agency certifications that will enhance agency ability to elevate and increase funding opportunities.
  • Manage the operations development function efficiently and oversee development activities in coordination with staff.
  • Build the skills, knowledge, and abilities of the development team in areas including community partnerships, grants, communications and stewardship
  • Increase visibility of development department activities, maintain good public relations and ensure design and development of funding activities.
  • Attend all board meetings and other meetings as requested by the CEO.
  • Represents the Chief Executive Officer, Board of Directors, committees and commissions, other agencies, the media, and the public.
  • Maintain accountability and ensure compliance with all regulations and laws, as well as the code of ethics for funding professionals.

Knowledge of:

  • Required Skills and Knowledge Excellent writing, analytical, and research skills required to craft funding proposals in a clear and compelling manner.
  • Ability to develop strategic communications content
  • Minimum three years of grant proposal writing and research experience
  • Ability to prioritize and handle multiple projects on an ongoing basis.
  • Ability to work well independently within a team environment
  • Commitment to the TPCP mission, vision, and core values.
  • Working knowledge of MS Office applications (Word, Excel, PowerPoint) and other software and technology related to development work to enhance tracking and reporting and basic statistical techniques.
  • Functions and operations of a non-profit entity.
  • Research methodology, policy development, report writing and basic statistical techniques.

Ability To:

  • Develop, recommend, implement and interpret goals, objectives, policies, procedures, and internal controls through best management practices.
  • Plan, organize and direct the work of staff through direct and indirect supervision; encourage and provide for staff's professional development.
  • Explain and apply complex and often overlapping federal and state laws and county policies related to all aspects of human resources management.
  • Effectively communicate, both orally and in writing, including making presentations of recommendations and policies to public officials, commissioners, employees, employee representatives and community groups, to gain concurrence and cooperation through discussion and persuasion.
  • Direct the preparation of and/or prepare clear and comprehensive reports, correspondence, policies and other written materials.
  • Establish and maintain effective working relationships with those contacted in the course of the work, including County officials and managers, employee representatives, representatives of other governmental agencies, community, business and other groups, employees and the public.
  • Ability to get to multiple locations.

Schedule: Monday - Friday 8:00 am - 5:00 pm and as needed to complete assignments

Compensation: $151,840 - 164,360 with a $1000 dollar sign on bonus
