The Architect of the Capitol (AOC) Office of the Chief Security Officer (OCSO) has a requirement for a Business Analyst to support telecommunications projects. The support will be performed primarily through monitoring, coordinating, tracking, documenting, notifications, and development of an organization wide communication plan. This position will include supporting baseline system identification and site walkthroughs across the Capitol complex.

Duties and Responsibilities:

The Business Analyst will serve as the focal point for completion of the services required to complete each of the deliverables identified. The Business Analyst shall provide notifications of issues, concerns and recommended resolutions, achievement of milestones to the government customer throughout the period of performance for these support services. The Business Analyst will also produce weekly and monthly status reports as well as produce minutes from coordination meetings to accomplish the objectives.

The Business Analyst shall perform the following activities:

Subtask 1: Deliverables

The Business Analyst shall provide the following services:

  • 1.1 Current Conditions Analysis:
    • Review and document current conditions for assigned telecommunications systems, primarily for two-way radio communications. This will include coordination and collaboration with all organizations within the AOC and some coordination with other stakeholders.
    • Deliverable Due Date: 2 months after project start date.

  • 1.2 Needs Analysis:
    • Perform a needs analysis on all AOC Organizations through meetings and coordination activities to identify the current radio usage and future requirements.
    • Deliverable Due Date: 4 months after project start date.

  • 1.3 Network Diagram:
    • Develop a telecommunications network diagram including all supporting equipment (e.g., repeaters, antennas, network switches/routers) documenting the baseline configuration of the current telecommunications systems.
    • Includes vehicles with assigned telecommunications equipment.
    • Deliverable Due Date: 6 months after project start date.

  • 1.4 Baseline Radio Communications Plan:
    • Develop a baseline radio communications plan summarizing the results from all survey’s, reviews and collaboration. This plan will include a listing of how AOC uses the current telecommunications systems, their respective purposes, how any frequencies, channels and talk groups are utilized; the type of equipment currently in use and manufacturer’s recommended useful life for the technology; future needs of the respective organizations; any known limitations of the current systems.
    • Deliverable Due Date: 5 months after project start date.

  • 1.5 Research and Recommendations:
    • Research and provide a list of options for improvements to the telecommunications programs. This research will identify current technologies available, and opportunities gained from expansion or replacement of the current system with these options. This may include improvements to the telecommunications network, governance across the networks, critical equipment, and capacity limits.
    • Deliverable Due Date: 6 months after project start date.

  • 1.6 Contract Notification:
    • Provide a written notification of potential changes or ambiguities to the contract. These potential changes or ambiguities could be a result from unforeseen conditions, owner/client request, errors in design and government schedule impacts. These notifications shall include the following and be in writing delivered via email within 48 hours from identification of potential change or ambiguities:
      • Potential change to the original scope
      • Impacts to the original contract (estimated cost, schedule, quality, etc.)
      • Recommendation on how to proceed
    • The Business Analyst shall be the primary analyst and the initial interface for questions from stakeholders throughout the analysis and assessment.
    • The Business Analyst may convey the CORs direction to the identified stakeholders.

Subtask 2: Reports


The Business Analyst shall produce the following reports:


  • 2.1 Weekly Reports:
    • Weekly progress report outlining the following topics:
      • Completed actions from the week;
      • Planned activities for following week;
      • List of open actions required to complete required deliverables.
  • 2.2. Monthly Briefing:
    • The Business Analyst shall provide a summary briefing of issues, resolutions, notifications, and milestones that have occurred during the past month period and a summary of upcoming milestones and notifications planned.
  • 2.3. Analysis and Assessment Meetings:
    • The Business Analyst shall lead the scheduling of analysis and assessment related meetings with clients, and AOC staff at the guidance from the government customer.
    • The Business Analyst shall develop an agenda, sign-in sheets for the meetings and develop supporting documentation for the meetings.
    • The Business Analyst shall attend all meetings relating to the telecommunications systems and record meeting minutes.
    • The Business Analyst shall support the government customer in the development of telecommunications presentations, reports and other associated documents to provide status of the contract deliverables and progress.
    • The Business Analyst shall facilitate and support discussions and meetings with AOC jurisdictions and government customer identified stakeholders to gather, analyze and assess the baseline conditions of the telecommunications systems.

Basic Qualifications:

  • Minimum Education Requirements:
    • Bachelor’s degree w/ 10 years of relevant experience; or
    • PhD w/ 6+ years of relevant experience; or
    • Master’s degree w/ 8+ years of relevant experience; or
    • Associate’s degree w/ 12+ years of relevant experience; or
    • No degree w/ 14+ years of relevant experience
  • Ten (10) or more years of relevant experience as lead Business Analyst.
  • Minimum five (5) years of experience with multiple forms of telecommunications including, but limited to, two-way radios and radio frequencies.
  • Current Public Trust Clearance or Ability to get a Public Trust Clearance
  • U.S. Citizenship
