Duties
As a Budget Analyst, you will:
- Serve as an analyst providing all aspects of the formulation and execution activities of assigned appropriations. These responsibilities include the broad areas of forecasting, obligation reporting, financial planning and program operations of the assigned appropriations. Responsible for maintaining up-to-date knowledge of operating program progress, problems and budget developments in assigned areas and for making analyses and recommendations on them to FRA management when necessary.
The Ideal Candidate can identify, analyze, and recommend solutions to budgetary, financial, management, and program performance issues; possesses strong quantitative skills; possesses strong communication and teamwork skills; is flexible and comfortable working in different roles (e.g., collaborator, advocate, and steward), with a variety of stakeholders, in an environment, that has frequently shifting priorities; and has high ethical standards.

REMOTE WORK: This position is eligible for Remote Work. Remote work means the residence is the full-time official duty location. The difference in salary is determined by the locality pay in each location. CONDITIONS OF EMPLOYMENT:

Qualifications
To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.
To qualify for the GS-11 on Experience, You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience is defined as:
- Keeping top level management officials informed of status of financial operations and funding levels.
- Overseeing budget requests for conformance with program and functional requirements.
- Recommending appropriate allocations.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
- Experience working through all phases of the budget formulation process including evaluating program performance and budgetary requirements.
- Experience providing guidance and advice related to program operations and/or funding.
- Experience analyzing and interpreting policy decision to develop guidelines for the budget execution process for appropriations.
You cannot qualify on education at the GS-12 level; you must have experience.
To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:
- Experience working through all phases of the budget formulation process including evaluating program performance and budgetary requirements.
- Experience providing guidance and advice related to program operations and/or funding.
- Experience in gathering, researching and analyzing information on budget-related activities in order to identify trends, make recommendations, and present information to senior management.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the formulation and execution of appropriations to determine whether obligations, expenditures and requested allotments are within funding limits in approved budget.
- Analytical techniques necessary to develop budget plans, forecasts, and ceilings and to monitor expenditure of funds for timeliness, effectiveness and compliance with annual financial plans (i.e., travel, consultant services and FTEs).
- Skill in oral and written communication to provide guidance and advice, explain changes in program operations and/or funding, and secure acceptance of such changes.
- Skill in analyzing and interpreting policy decisions to develop guidelines for the budget execution process for appropriations.
