EXAMPLE OF DUTIES
Pay Grade: LUnder broad supervision, develops, prepares, analyzes and/or revises large or complex budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation and recommends appropriate courses of action to management. May serve as lead worker.Role and Responsibilities: Performs job responsibilities with minimal supervision.Serves as job expert or organization resource in assigned areas.Analyzes agency budgeting and accounting reports/requests to maintain expenditure controls.Analyzes or develops policy and budget-related initiatives Makes recommendations based on analysis.Assesses financial data to determine the resources required to implement a program, or to analyze trends.Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations.Produces comprehensive analytical reports.Serves as budget expert for agency or multiple programs and develop reports for agency, OPB or other government entities.Oversees or facilitates budget preparation, auditing, records management and related operations.Prepares budget amendments and/or represents assigned budget areas to legislature.Requests budgetary codes, track physical inventory or record/audit expenses, or document use of funds and adherence to budget allocations.Reviews, interprets and writes policies and procedures associated with budget and other financial matters. Assists with the development and implementation of policies, procedures and processes related to budgeting, planning, fund management, program-based budgeting consolidation and expenditure control activities for the department.Contributes to the development and execution of presentations to internal and external DHS audiences.Works closely with Budgeting & Finance Managers and Division Finance Managers to determine whether program budget and financial planning activities support the mission, goals, objectives and priorities of the department.Analyzes budget and spending trends and program costs against benefits realized; evaluates program efficiency and cost effectiveness.Assists with coordination, collection and analysis of information for and with the Office of Planning and Budget (OPB), House Budget Office (HBO) and Senate Budget Office (SBO) in assigned areas.Manages cross-divisional financial analysis and other related functions for the department as appropriate.Provides ongoing technical assistance for fiscal issues and/or strategic planning issues to department leadership and division budget management personnel.Performs other professional responsibilities as assigned.Core Competencies: Ability to work effectively at multiple levels of the organization and with multiple project teams.Excellent oral, written, presentation and interpersonal communication skills.Strong proficiency in the use of Excel and other components of the Microsoft Office Suite and/or standard software applications typically used in a corporate office environment.

MINIMUM QUALIFICATIONS
Bachelor's degree in public administration, business administration, accounting, finance or related field from an accredited college or university AND (2) Two years of fiscal analysis experienceORAssociate's degree in public administration, business administration, accounting, finance or related field from an accredited college or university AND Four (4) years of fiscal analysis experienceORTwo (2) years of experience required at the lower level Budget Analyst 2 (FIP011) or position equivalent.Preferred Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience: Strong proficiency in the use of the Microsoft Office Suite and/or standard software applications typically used in a corporate office environment.Strong proficiency in the use of Microsoft Excel in order to analyze/evaluate trends.
