Job description
Incumbent patrols the streets of the District of Columbia to locate and immobilize vehicles which have outstanding citations. The incumbent will use a digital computer to confirm bootable status and as appropriate attaches a wheel clamp (known as a boot) to the wheel of the vehicle, rendering it immobile. The incumbent issues warning notices and enters necessary data into mobile digital computers and also makes a determination whether immediate impoundment of the vehicle is warranted, requesting towing as appropriate. The incumbent also performs boot removal, and related activities that will return the vehicle to its pre-boot state. The incumbent prepares written records on appropriate forms of all immobilization actions.
Duties & Responsibility
As Booter Foreman, incumbent supervises 2 Booter Leaders (LW-05 ) and approximately 20 journeyman (RW-05 ) booters who patrol assigned areas of the city in vans to: identify vehicles with multiple warrants for unpaid parking citations; apply established priority guidelines to determine which of these vehicles should receive priority attention; immobilize those vehicles by securely attaching a “boot” to one wheel, record and report the location and circumstances of all boot applications; and promptly return two booted vehicles and remove the boots after being notified over two-way radio by dispatcher that fines have been paid and boots can be removed. Incumbent is responsible for ensuring that subordinates become and function as, an effective team ensuring that work is performed in an appropriate, efficient and timely manner.
Receives daily “target” assignments, which specify geographic areas and time periods in which patrol activity is to be concentrated. Reviews these assignments, together with available personnel, vehicles, and equipment with his/her subordinate. Makes area, personnel, and equipment assignments to subordinates. Provides and approves the specific assignments of journeymen to the two-person patrol teams. Qualifications and Education
Applicants must possess work that primarily requires physical effort and ability to perform laboring duties that involve little or no specialized skill or prior work experience that has equipped the applicant with the knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position as listed below, and that is typically in or related to the position to be filled. Booter must have a good working knowledge of the various techniques for placing and removing boots on a variety of types vehicles yet assure that the vehicle is securely immobilized.
Preferred Proficiencies: Knowledge of the street and alley systems in all areas of the District of Columbia. Experience in operating a motor vehicle in all types of traffic and weather conditions. Skill in operating an/or computer. Ability to use hand and power tools including but limited to open-end and box wrenches, sockets, ratchets.
Required Licensing
The incumbent must possess and maintain a valid Driver’s License
Preferred Proficiencies
Knowledge of the street and alley systems in all areas of the District of Colombia.
Working Conditions/Environment
Work is frequently outdoors in all kinds of weather and often outside of normal working hours. Work must be accomplished under continuing pressure and at times under extremely exasperating conditions. Incumbent is subject to verbal abuse and possible physical attack by irate owners of immobilized vehicles. Spend substantial proportion of typical workday driving throughout the city observing work of subordinates and conditions in the field.

Tour of Duty: The incumbent of this position may be required to work various rotating shifts as assigned and may be required to work weekends and observed holidays.

Pay Plan, Series and Grade: SW-5201- 06
Salary Range: $26.15 per Hour - $34.27 Per Hour; based on funding
Collective Bargaining Unit: This position is not covered by a collective bargaining
