GENERAL SUMMARY
Provides both direct clinical services and assessments and develops treatment plans for consumers with mental illness and/or substance use. Practices supervisory responsibilities over non-licensed and licensed staff/clinicians (depending on the area of assignment) for a designated unit/clinic/program. May assist with developing policies and procedures for the unit depending on area of assignment.

Specific Program Descriptions:
SMART Program - Specialized Multidisciplinary Alternate Response Team, a collaborative aimed at creating a multidisciplinary mental health response team in partnership with Bexar County Sheriff’s Office (BCSO), Acadian Ambulance and The Southwest Texas Regional Advisory Council (STRAC). The team consists of licensed mental health professionals, peer support specialists, mental health deputy and a paramedic. As part of this team, the SMART Behavioral Health Supervisor will use specified triage criteria developed by Bexar County Dispatch team to identify low level 9-1-1 mental health related calls in order to dispatch the SMART team to respond. The target population are individuals experiencing a mental health crisis that are otherwise non-violent and in need of access to treatment.
ACCESS - This program provides outpatient mental health services, including medication management, case management, and psychosocial rehabilitation for individuals on Parole or Probation working with community supervision officers. Criminal Justice referrals only requiring communication with the supervising officer.
MINIMUM ENTRANCE QUALIFICATIONS
Education and Experience
Unvaccinated Staff options:
a. Get Vaccinated per the CMS Mandate.
b. Have a medical/religious exemption. Unvaccinated staff will need to test once a week at the employees own time/expense and must wear enhanced PPE to include an N95 face mask and a face shield.
c. Consumer facing staff DO NOT have the option to be unvaccinated without an exemption.
d. If the position is not consumer facing, staff members may continue to be unvaccinated, without an exemption and test once a week at the employee’s own time/expense and must wear enhanced PPE to include an N95 face mask and a face shield.
Vaccinated Staff options:
a. For employees who are vaccinated and consumer facing, we are continuing to require wearing a mask.
b. For all other vaccinated employees, face coverings or masks are optional in shared spaces. (subject to change)
c. Vaccinated employees may go unmasked if in a single occupancy office.

- Assists with completing intake assessments.
- Conducts chart and program audits.
- Coordinates and collaborates with program contractors to identify specific resources available in the community.
- Ensures outpatient programs meet productivity, revenue goals, and treatment outcomes. (SMART Program excluded)
- Oversees MCOT, MEDCOM and SMART. (SMART Program only)
- Provides clinical guidance and input for assigned QMHP-CS and CSSP.
- Provides mental health observation and consultation.
- Responds to crisis situations and provides counseling and intervention.
- Reviews and approves treatment plans. Provides intervention strategies.
- Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
- Performs other related duties as required.

MINIMUM ENTRANCE QUALIFICATIONS
Education and Experience
- Master's degree in counseling, social work, behavioral science, or other behavioral-related field and minimum of three (3) years’ experience as QMHP-CS
- Five (5) years’ experience working with relevant population.
- State of Texas as a Licensed Professional Counselor (LPC), Licensed Master Social Worker (LMSW), Licensed Marriage and Family Therapist (LMFT).
- This position may be subject licensure requirements that are stipulated by funding sources. Unit leadership will be able to provide additional information to ensure the programs meet all licensure requirements.
- Must maintain a valid driver’s license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Company’s auto insurance carrier if you drive your vehicle during company business
- Must maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies
- Must be able to meet the physical requirements to complete SAMA and CPR training including lifting up to 12 lbs. and supporting up to 55 lbs.; bending, stooping and getting on and off the floor without assistance.

- Licensed Clinical Social Worker (LCSW)
- Bilingual (English/Spanish)
- Work requires assisting the Clinic Administrator with clinical supervision and monitoring performance for a regular group of employees (2 or more full-time employees) including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.
