Associate Service Center Specialist
About The Position
Are you ready to start your public service career in a fast-paced environment? Be the face of Anoka County and provide excellent service by assisting customers in obtaining passports, licenses, permits, and titles issued by the State of Minnesota. The mission of Anoka County License and Passport Services is to provide a level of service that exceeds our customers' expectations. We have immediate positions available for part-time and full-time Associate Service Center Specialists.
These non-exempt positions are located in Blaine, Columbia Heights, Coon Rapids, Ham Lake, and Ramsey. Specialists may be assigned to work at any of the centers during the course of their career.
Business Hours and Schedule
Monday, Wednesday, Thursday and Friday: 8 a.m. to 5:00 p.m.- Tuesday: 9:30 a.m. to 6:30 p.m.
- Schedule may vary based on needs and at supervisor discretion.
- On-site, full-time position: 40 hours per week.
- On-site, part-time position: 4-6 hours per day; 4-5 days per pay week.
Pay and Benefits
- Salary: $40,435 annually ($19.44 per hour).
- 2022 Anoka County Salary Schedule Grade B009: $37,377 to $56,929 annually ($17.97 to $27.37 per hour).

Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Associate Service Center Specialist.
- Assist the public by processing complex motor vehicle licensing and titling transactions according to state statutes.
- Collect and verify confidential information to confirm identity and/or legal ownership, application/issuance of registrations and/or certificates of title, before updating or creating State records.
- Verify information with the Minnesota Department of Public Safety through various means of communication including the State's data system, email, and telephone.
- Accept and verify the authenticity of documents presented to determine eligibility for passports, motor vehicle licensing, and title transactions.
- Accept and verify the authenticity of documents presented to determine eligibility for driver's license.
- Perform vision check and capture digital image for driver's license and state ID cards.
- Process DNR transfers, license, and renewals (boats, snowmobiles, ATVs, hunting and fishing).
- Provide a high level of customer service by effectively communicating in a courteous and professional manner with the general public, car dealers, federal, state, and county entities and other business partners in person and on the telephone.
- Collect and verify confidential information to confirm identity for application/issuance of birth, death, and marriage license/certificates.
- Accurately calculate, collect, and receipt County property taxes, other taxes and fees and reconcile daily the point of sale (POS) and numerous state and county reports.
Required Qualifications
- Must be U.S. citizen
- High school diploma or equivalent education.
- One year of full-time (2,080 annual hours) experience in a high-volume, face-to-face customer service environment.
- One year of full-time (2,080 annual hours) cash handling experience.
- Must have valid driver’s license and insured vehicle available for business use.
- Must obtain and maintain certification and access privileges to Department of Public Safety and other state agency systems.
- Must pass a Bureau of Criminal Apprehension criminal history check (requires fingerprinting).
Preferred Qualifications
- Associate degree or higher.
Knowledge, Skills, and Abilities needed:
- Ability to learn and understand Minnesota Motor Vehicle Rules and Regulations as well as statutes and rules pertaining to the issuance of driver's license and game and fish licenses and permits.
- Interpret and understand legal terminology and complete duties with a high degree of confidentiality, accuracy, and efficiency.
- Handle cash and operate equipment such as calculator, copy machine, digital imaging equipment and personal computer.
- Work effectively and courteously with the general public and co-workers on a daily basis and in potential conflict situations, in person or on the phone.
- Occasionally lift and carry boxes of license plates and supplies with or without accommodation.
