The mission of the Colorado Coalition for the Homeless is to work collaboratively toward the prevention of homelessness and the creation of lasting solutions for homeless and at-risk families, children, and individuals throughout Colorado. The Coalition advocates for and provides a continuum of housing and a variety of services to improve the health, well-being, and stability of those it serves.The Colorado Coalition for the Homeless seeks an Associate Director of Housing Assistance who will oversee all compliance related activities in CCH’s housing voucher programs under direction of the Director of Housing Assistance. This position will manage, recruit, hire, and train new members of the Housing Specialist Team. This position will work closely with the Director of Housing Assistance to ensure that all housing files meet compliance standards set forth by specific program funders (HUD/DOH/OED/DHS) and coordinate with funders on all functions associated with oversight of the housing grants to include file audits, HMIS audits, APRs, and match reports. This position is located at 2135 Stout St., Denver, Colorado 80205 and reports to the Director of Housing Assistance.

1. Manages Housing Specialist teams to ensure vouchers are administered according to HUD and local PHA administrative procedures.
2. Recruits, hires, and trains new members of the Housing Specialist Team as needed.
3. Conducts weekly supervisions with each program manager of the Housing Specialist Team.
4. Attends inter-departmental budget meetings and assists in communicating the findings of those meetings to CCH staff.
5. Assists the Director of Housing Assistance in streamlining voucher administrative practices in the department.
6. Works closely with Housing Managers to ensure accurate dispersal of monthly Housing Assistance Payments across all voucher programs.
7. Works in collaboration with other CCH departments on the day-to-day monitoring of all housing program budgets.
8. Fosters a supportive work environment that encourages trauma-informed and culturally competent interactions.
9. Conducts routine auditing of CCH’s housing files for all CCH housing programs to ensure compliance with appropriate local, state, and federal requirements and reports regularly on audit results and other compliance and report measures to executive staff.
10. In collaboration with the Director of Housing Assistance, implements quality improvement activities; providing oversight, implementation, documentation and follow up with other Department Directors based on audit findings.
11. Conducts routine auditing of CCH’s HQS inspection process by conducting random HQS inspections of all voucher programs.
12. Reviews Program Housing files and works to improve HMIS data entry accuracy for APR submissions.
13. Complete all HUD Match reports for CCH’s housing grants in collaboration with CCH’s Accounting Department and QA Department.
14. Works closely with the Director of Housing Assistance to stay informed on the most current HUD guidance.
15. Ensures housing programs do not discriminate against any federal/state/local protected group, operate utilizing harm reduction, anti-oppressive, trauma informed methodologies and other best practice models.
16. Works in collaboration with the Director of Housing Assistance and CCH sub-grantees to ensure the most up to date HUD guidance and best practices are being followed.
17. Work closely with CCH’s QA department to measure Health Services impact on stable housing.
18. Is fluent in CCH database systems including but not limited to HMIS, ELITE (DOH), Filemaker Pro, and OneSite (etc.) to audit the electronic data entered into each system to ensure accuracy of rent payments.
19. Works closely with the Director of Housing Assistance and CCH’s Accounting Department to ensure that rent payments are accurate and made on time to landlords.
20. In close consultation with the Director of Housing Assistance, serves as a resource around housing compliance issues across the agency.
21. Works with appropriate CCH Director’s to comply with all Continuum of Care reporting requirements.
22. Documents any interactions with clients/tenants in the appropriate database (HMIS).
23. Maintains current and complete COVID‐19 vaccination(s), as defined by the Centers for Disease Control and Prevention and local health authorities.
24. Performs other duties as assigned.

Qualifications Summary
1. HUD housing program administration experience preferred.
2. Bachelor’s degree preferred. Experience may be substituted.
3. Experience working with people who are homeless or who have come from homelessness preferred.
4. Reliable transportation and passing CCH’s automobile insurance carrier’s MV record check required.
