Work involves ensuring the efficient operation of the water services according to compliance regulations set by the U.S. Environmental Protection Agency (USEPA) and the Alabama Department of Environmental Management (ADEM) along with accepted industry standards for water system operations.
Supervises and reviews compliance sampling assigned by the Superintendent for the distribution system and associated compliance reporting to ADEM and USEPA along with administering the cross connection prevention program in coordination with the Senior Civil Engineer, Water Services.- Responds to water quality notifications and adjustment request from system customers and reviews information taken by field staff assigned to issue resolution. Will also provide recommendation to Customer Service Office staff concerning adjustments requested by customers.
- Assists the Superintendent in the supervision of field personnel and take the lead in the assigned maintenance activities of both vertical and horizontal assets in the distribution system and water treatment plants. This includes assisting with the development preventative maintenance procedures for equipment and reviewing field reports of the operation of these assets. Will also develop and update necessary Standard Operating Procedures (SOPs) for tasks to be performed by field personnel for asset management.
- Supports Superintendent in the response and recovery phases of emergency response activities and assist in training exercises.
- Coordinates fleet repairs with field personnel and Highway Department. Reviews fleet inspections for vehicles and heavy equipment for completeness of reports and makes adjustments necessary for preventative maintenance activities to maximize investment in equipment and vehicles.
- Provides input and review on budgeting items, water system inspections, purchasing controls and capital project planning for infrastructure replacement and future growth.
- Assists with the review of design drawings, installation, and warranty of developer installed projects within the distribution system with the Senior Civil Engineer and department inspections. Takes the lead in field inspections in the absence of the Senior Civil Engineer and/or department inspectors.
- Assists with the setting of distribution system operating parameters and continuously monitoring system data for additional changes necessary for efficient system operation.
- Monitors and assists the Assistant Field Supervisor with the utility locating activities to maintain compliance with Alabama state law. Coordinates additional resources to functions as necessary and monitors activity that require continued oversight for the protection of the buried infrastructure.
- Coordinates and/or leads training of field personnel in heavy equipment operations, safety, CDL testing, and operator testing and continuing education.
- In the absence of the Superintendent, the Assistant Superintendent will perform the necessary job functions of the Superintendent as assigned by the Manager of Water Services or as planned by the Superintendent.
- The Assistant Superintendent is on-call 24 hours for all major emergency activities within the distribution system or at the water treatment plants as required by the Superintendent. This includes, but is not limited to, weather events, equipment failure, and upsets in treatment process or distribution system.
- Performs all duties in a safe and efficient manner.
- Performs all other duties assigned by supervision.

MINIMUM REQUIREMENTS
- High school Diploma or equivalent.
- Valid driver's license
- Four years in supervision and/or responsible construction inspection involving the direction of others and projects.
- Five or more years of experience in water distribution or wastewater collection system operation, maintenance, and/or construction of these types of facilities.
- Willing to work outdoors.
- Willing to work non-standard hours and more than 40 hours per week if necessary.
- Wiling to work at multiple locations throughout Shelby County as needed.
- Certification as a minimum Grade II Water Operator with ADEM. Certification as an perator will be a requirement of continued employment and must be achieved within 24 months of employment.
- Class A Commercial Driver's License (CDL). Continued employment will be contingent upon employee obtaining a Class A CDL license within six months of employment.
- Proficiency in construction planning, coordination, means and methods, and execution of heavy civil/water infrastructure projects.
- Certified for the installation and testing of Cross Connection and Backflow Preventer assemblies. Continued employment will be contingent upon employee obtaining this certification within six months of employment.
