Incumbent oversees House Security Division staff and all activities and administrative and/or operational functions of the office. Incumbent manages classified information security programs for the House of Representatives. Incumbent effectively assigns/utilizes resources and coordinates teams to ensure that duties are successfully completed in a timely manner.


Incumbent’s responsibilities include day-to-day management of division operations and program requirements, as well as general assistance, coordination, guidance, and recommendations on sensitive and/or confidential issues relating to the division. This position requires that the incumbent provide regular updates to the Deputy Sergeant at Arms and Chief of Staff, participate in strategic planning, emergency preparedness planning, and other high-level special projects. Incumbent must have a comprehensive working knowledge of all aspects of the division, as well as a broad understanding of the Office of the Sergeant at Arms and all applicable legal requirements, House Rules, Committee, and Sergeant at Arms policies.


Duties Include:


1. Administers the daily operation of the division.

2. Manages the House of Representatives classified information security programs to include personnel, document, and communications.

3. Develops policies, procedures, standards, training, and methods for identifying and protecting classified information.

4. Develops security policies and standards for the protection of classified information for the House of Representatives.

5. Prepares and presents briefings for Members and staff regarding security policy, threats, recommendations, and requirements.

6. Educates Members and staff of the responsibilities of handling and storage of classified material.

7. Serves as liaison with the U.S. intelligence community and other Executive Branch elements regarding the security of classified information.

8. Plans, assigns, and evaluates the work of employees in the division.

9. Interviews and recommends the selection of employees in the division.

10. Trains new employees in the division.

11. Develops the division’s staffing plan and budget.

12. Develops and directs emergency response protocols for the division.

13. Develops and administers training programs for division staff.

14. Supports House Recovery Operations structure.

15. Models behavior for other House Security Office staff to follow.

16. Performs other duties as assigned.

Qualifications:

Position Requirements


Work Experience and Education:


Bachelor’s degree or equivalent professional experience in an intelligence, military, law enforcement, or industrial security organization. Must be able to obtain and maintain a Top-Secret Security Clearance and SCI Clearance.


Knowledge, Skills, and Abilities:


Knowledge of policies and procedures of the House of Representatives and United States Capitol Police; ability to make high level management decisions; strong leadership skills, excellent organizational skills; ability to work well under pressure, exercise discretion and independent judgment in handling daily operations of the office and maintain a professional and courteous work disposition. Incumbent must be able to work outside of normal business hours when necessary. Incumbent must have the ability to effectively draft performance plans and evaluations, use coaching and mentoring techniques, and address employee conflicts and disciplinary actions. Incumbent must be skilled in effectively interviewing and assessing job applicants. Ability to plan, use project management concepts and practices, and formulate budgets. Skilled in developing, implementing, and maintaining internal workplace policies, standards, procedures, and practices; ability to lift 10 lb. bags of paper material.




Work Schedule:


Full-time, permanent. Monday – Friday 8:30am – 5:00pm. Work outside of normal business hours, when necessary, evenings and weekends may be required.


Travel:


Occasional travel may be required.
