Position Summary
In this role under the direction of the Resident Engineer, the Assistant Resident Engineer(ARE) performs a wide variety of professional engineering work in either a field or office setting. You will be directly responsible for the administration of construction contracts and reviews of the work of LACMTA, and contractor forces in accordance with all governing specifications. You will review the progress of the work to assure compliance with the contract documents. This will include progressive monitoring of materials and methods used as well as inspection of the finished products prior to acceptance. The Assistant Resident Engineer assures appropriate measurement is carried out, payments are made as necessary, and all project documentation is completed in accordance with departmental policies and procedures. Additionally, you will be responsible for proactively reviewing the contract documents to anticipate, identify, and/or prepare any change orders needed to resolve conflicts and/or recommend improvements.
Duties include, but are not limited to:
- Ensure the safety of LACMTA employees, contractor’s employees, as well as traveling public by observing the contractor’s operations and traffic conditions, making recommendations, and taking corrective action when necessary. Review contractor operations for compliance with CAL OSHA regulations.
- Monitor contractors regarding compliance with plans and quality of work and construction activity.
- Set up pre-construction meetings, review contractor’s correspondence, and inquiries, participate in contractor’s weekly status meetings, coordinate with partner agencies, generate subcontractor requests and other required forms, coordinate with various functional units for support during construction, and assist with kickoff and closeout meetings.
- Provide direction to CSSC and contractor staff to ensure that complete, accurate, and timely contract records pertaining to construction progress, job expenditures, budget programs, and work order balances are maintained in accordance with the state and federal regulations and laws.
- Perform inspection to assure compliance with contract plans and specifications. Inspection includes all phases of contract construction, e.g., paving, grading, earthwork, drainage, sewer structures, utility relocations, electrical installations, sign installations, and landscaping items.
- Develop workable and effective solutions to field issues and contract deficiencies.
- Formulate, research, and develop solutions for field conditions that require a contract change order. This may include doing any necessary engineering re-design work.
- Prepare contract change orders for making alterations, deviations, additions to, or deletions from the plans and specifications to ensure proper completion or construction of the contract.
- Review CPM schedules. Identify and mitigate project risks. Complete a project daily diary of pertinent activities and discussions held regarding the progress of the contractor's work and interaction with the senior construction manager.
- Maintain complete, accurate, and timely project records, perform quantity calculations for all various phases, and prepare progress pay estimates.
- Assist in assuring complete submittal of contract’s monthly progress pay estimates. Ensure conformance with all LACMTA contract documents.
- Assist Resident Engineer in reviewing the contract’s schedule, resolving contractor disputes, and administering the claims process.
- Monitor and manage all quantity tracking.
- Review shop drawings and assist in constructability reviews for proposed projects.
- Participate in job-related training.
Position Qualifications
- Bachelor’s degree in engineering, construction management, or another related field required.
- Registration as an EIT is preferred.
- Approximately five years of experience in construction or construction management of transit projects required.
- Valid California Class C driver’s license required.
- Transit experience is desirable.
- Contract or experience (project manager, superintendent, engineer) desirable.
$124,800 - $202,000 a year
The salary range for this position is $124,800 - $202,000.
A hired employee will be placed within this salary range based on a variety of legitimate business reasons, including but not limited to the individual’s scope of relevant experience and geographic location.
Additional Requirements
Physical: Standing or sitting for long periods; must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.
Cognitive: Problem-solving, written, and verbal communication skills; computer and software skills; and ability to read and interpret text online or in printed form.
