About the Job:
The Assistant Program Director of Credential Management is responsible for managing the programs and processes related to identity and lawful status verification of Foreign Nationals, facial recognition and potential fraud. This position ensures related systems and processes are documented, monitored and analyzed to identify efficiency gains, opportunities for improvement and cost savings while focusing on process security. The Assistant Program Director manages and leads a team of Clerical Assistants in the day to day operations and management of programs and functions including, but not limited to, facial recognition screening, lawful status verification, identification of multiple and fraudulent credential applications and records and ensuring compliance with federal and state laws.

A Day in the Life:
The essential functions of this role are as follows:
- Manages credential issuance-related programs and processes, including but not limited to facial recognition, identity and lawful status documentation review and verification
- Analyzes daily processes and production, ensuring performance standards and metrics are met and direct reports are adhering to BMV policies and procedures
- Initiates program development and continuous improvement that ensures maximum accuracy, efficiency and security
- Conducts threat assessments and identifies gaps in process and transaction security
- Serves as the SME and primary point of contact for CVP program questions and issues presented by Branch Operations and foreign national community stakeholders
- Adjudicates identity and lawful status document exceptions for Foreign National credential applicants presenting alternate documents
- Maintains the integrity and accuracy of CVP processing documents including but not limited to the Credential Manual, Contact Center Help System and the BMV Website
- Represents the BMV at meetings with CVP stakeholders including but not limited to University Foreign Student and Staff advisors, USCIS, and various foreign national support and advocacy organizations
- Manages facial recognition processing and escalation to Fraud and Security Enforcement (FSE)
- Provides QA testing for system and application updates and changes. Ensures changes are tested and approved prior to implementation with no post deployment corrections
- Works closely with (FSE) concerning suspected fraudulent activity
- Analyzes operational needs and creates manageable solutions
- Maintains extensive knowledge and expertise regarding Indiana code, regulations, policies, and procedures related to credential issuance
- Analyzes investigations of customers with multiple STARS records to assess if they should be combined and or provided to FSE for fraud investigation
- Performs independent day to day decision making to ensure the accurate issuance of a credential only to the qualified and rightful owner of that identity
- Represents the agency in a positive and professional manner
- Performs related duties as assigned

What You'll Need for Success:
You must meet the following requirements to be considered for employment:
- Broad knowledge and understanding of the mission, policies and multiple functions and responsibilities of the Bureau
- High level of knowledge and understanding of the Bureau’s credential program
- Broad knowledge and understanding of and ability to apply the varied laws, rules and regulations as they relate to credential issuance
- Considerable knowledge of state government operations, managerial, administrative, budgetary and personnel related regulations, policies and procedures
- Ability to recognize problems and conceptualize, develop, administer/implement and revise programs, policies, strategic plans, long-range plans, goals and objectives to ensure the efficient, effective and responsive management of assigned programs and special projects, including an ability to resolve complex problems
- Ability to communicate verbally and in writing
- Demonstrates a high level of attention to detail
- Ability to manage multiple projects and delegate tasks effectively to staff
- Ability to maintain effective working relationships with internal and external customers
- Ability to work proactively with outside stakeholders
- Demonstrates ability to deal effectively with conflict resolution
- Ability to make decisions and meet tight deadlines
- Ability to provide effective guidance to professional and clerical staff
- Bachelor’s degree or related business experience preferred
- Second language skills preferred

Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
