Job DescriptionJOB SUMMARY
The Assistant County Manager assists the County Manager in administering, directing, and coordinating County programs and activities. Performs complex professional, managerial work to lead the County"s special projects while improving operational excellence and causing continuous improvement across the organization. Provides direct supervisory/government liaison responsibilities for specific departments and services delegated by the County Manager. Work is performed under the supervision of the County Manager and is evaluated by discussion, reports, observation, and feedback from managers and employees.
ESSENTIAL JOB FUNCTIONS
Provide direct oversight of various departments depending upon skill set and experience of individual and as assigned by the County Manager.
Assists the County Manager in overall management of County government, including assisting in development of program policies and procedures, working with Department Heads on assigned projects, and making recommendations to the County Manager and Board of Commissioners as requested.
Supervises and oversees Construction of the County Water System.
Serves as the County Public Information Officer as needed to include responding to media inquiries, managing update of the County website, overseeing the County"s social media, and assisting with dissemination of County information.
Acts on behalf of the County Manager as assigned.
Directs and oversees the managerial operations of various assigned County functions, including assisting with budget development and completion/oversight of the capital improvement plan.
Directs and oversees the management of County programs, grants, and projects as assigned by the County manager.
Represents the County, County manager, and others by serving on various County associations and boards.
Supervises and assists in modifying County ordinances.
Receives, investigates, and responds to citizen complaints.
Attends all County Commissioners meetings.
Performs other related duties as assigned.
Knowledge, Skills and Abilities
Qualifications - Education and Experience:
Requires a Bachelor"s degree in Public Administration, Business, or related field and five (5) years of related experience, or equivalent combination of education and experience. Master"s Degree preferred.
Experience in public sector management work involving management, administrative, and budgetary responsibilities.
Licenses or Certifications:
Possession of a valid North Carolina driver"s license.

Thorough knowledge of general laws, ordinances, and administrative policies governing County operations, practices, and procedures.
Thorough knowledge of the County"s budgetary program, policies, records, and related practices and mandated State requirements at the County level.
Thorough knowledge of the principles and practices of accounting, purchasing, and budgeting in local governments.
Thorough knowledge of basic County governmental functions and practices.
Considerable knowledge of liability, insurance, and risk management issues for the County.
Ability to manage and provide leadership to department heads in the problems, issues, and concerns that arise in internal operations as well as in strategic planning and organizing and implementing service delivery.
Ability to supervise department heads and subsequently all staff of the County; and to organize structures and procedures to account for and evaluate performance and service delivery results.
Ability to analyze, determine options, effectively resolve problems and handle daily operations effectively and efficiently.
Ability to establish and maintain effective working relationships with department heads, employees, public officials, appropriate governing bodies, superiors, and the general public.
Ability to exercise sound judgment in making administrative interpretations and serving as the representative of the County Manager.
Ability to express complex ideas, concepts, and plans effectively, both in oral and written forms.
Ability to plan and organize demanding and varied activities and prioritize appropriately.
Ability to monitor compliance with federal and state laws and local ordinances.
Ability to deal with confidential and sensitive matters.
Ability to use computers for data entry, word processing, and accounting purposes to include WORD, EXCEL, and financial software.
Physical Requirements and Work Environment
PHYSICAL DEMANDS
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Tasks may require the following abilities: stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, talking, hearing, and repetitive motions. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.
