This position performs senior level professional accounting duties under the general supervision of the CFO. Responsibilities may include Payroll processing, Accounts Payable processing and reconciliation, management of bank deposits and general accounting tasks as assigned by the CFO. Creates and enters various General Ledger entries and may be required to prepare a variety of financial/budgetary reports in accordance with GAAP and GASB.
EXAMPLE OF DUTIES
(The following examples of essential duties are intended to be illustrative only and are not intended to be all inclusive.)Extensive senior level accounting, payroll processing and cost allocations; financial statement/audit report preparation, and internal audit review as requested by the CFO. Ability to supervise all areas of accounting including payroll, accounts payable and receivable, and general ledger in the absence of the CFO. Prepare and enter various entries to classify, record and report receipts and disbursements. Responsible for the review and reconciliation of accounting data necessary to ensure accuracy. Manages the timekeeping function of the organization to include review of submitted timesheets through exception reporting, review of compensation time earnings, PTO usage and monthly accruals. Serves as the subject matter expert on the timekeeping software with administrative authority to setup new users, passwords, supervisors, departments, and pay codes. Key liaison with benefit providers downloads monthly billings and enrollments and reconcile charges on a monthly basis. Able to perform pre-audit review and approval of payroll transactions. Review for accuracy, budgetary control, fund/account classifications and compliance with all applicable local, state and federal employment and tax laws. Assist or perform all payroll preparation, processing and reporting requirements in the absence of the CFO. Assists or performs the monthly deposits of all employment taxes using the IRS EFTPS and the Colorado DOR tax deposit and reporting systems. Assists or performs any quarter and year-end payroll processing reports. Assists with review and preparation of all required annual tax returns including final review of payroll and accounts payable. Assists with the treasury management functions of the Office. Prepares and enters general ledger entries to record receipts deposited and disbursements issued. Reconciles general ledger cash accounts to bank and investment accounts daily. Performs monthly bank reconciliations for operating funds, state forfeiture funds and federal forfeiture funds. Prepares interim, periodic and annual financial statements for all Funds. Prepares audit work papers and submits to CFO for approval prior to submission to external auditors as required. Assists the CFO during the annual budget preparation process. Assists with monitoring of various local, state and federal grant programs. Prepares draw down requests as required and submits to Grant Project Director and CFO for review and signatures.
MINIMUM QUALIFICATIONS
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES: Extensive knowledge of generally accepted accounting principles. Knowledge of the principles and practices of governmental accounting in accordance with the pronouncements of the Governmental Accounting Standards Board. Knowledge of applicable laws and regulatory requirements of the Internal Revenue Code, Extensive knowledge of generally accepted auditing standards. Knowledge of applicable internal controls, internal auditing and governmental budgetary practices. Practical cost accounting knowledge, including direct and indirect costing methods. Must be proficient in Microsoft Windows-based Excel spreadsheet and Word processing software systems to include use of personal computer and network-based general ledger, accounts payable, accounts receivable and payroll hardware/software. Ability to identify, test and present software changes as deemed necessary for the approval of the CFO. Expertise in data manipulation in excel worksheets to include Vlookup, formulas, functions, and pivot tables. Ability to work independently; to organize, prioritize and manage a large volume of work on a daily basis and to do so with attention to detail and a high degree of accuracy. Ability to establish and maintain effective working relationships with superiors, coworkers and the general public; ability to communicate effectively, both orally and in writing. Exercises discretion and independent judgment in the performance of all duties. Processes and safeguards all employee demographic, payroll and benefits information in a confidential manner. EDUCATION: B.S./B.A. in Accounting or Business Administration. Five years senior level accounting, accounts payable, payroll processing and financial statement preparation experience required. OR Any equivalent combination of education and experience.

COMPLEXITY/RESPONSIBILITY: Work in this class is characterized by somewhat difficult decisions in determining a course of action, and the care and custody of monies; requires the reliable application of general accounting principles; errors in judgment may cause considerable financial loss and/or embarrassment and may affect costs, budget or other programs. SCOPE OF INTERPERSONAL CONTACTS: Contacts are with superiors, fellow workers, other affected personnel, accounting staff of the four counties, auditors, vendors, consultants and the general public, and comprise primarily technical consulting involving various accounting problems; explanations of concepts to various levels of understanding are required.WORK ENVIRONMENT: Uses standard office equipment including calculators, typewriters, telephones, copiers, computers and printers. Duties are usually performed in an office environment consisting of multiple floors and office locations. In addition, this position requires the physical ability to operate personal computers, printers, copiers, calculators and typewriters for extended periods of time.SUPERVISION RECEIVED/EXERCISED: Works under the general direction of the CFO. Position is assigned senior level responsibility for accounting functions within the Office of District Attorney and is expected to perform with considerable independence of action.
