THE CLERK OF SUPERIOR AND MAGISTRATE COURTS
ADMINISTRATION DIVISION (Human Resources)
Minimum Qualifications:
Bachelor’s Degree (preferably a master’s degree) in business, public administration, human resources or a related field required, and four (4) years of professional experience in a human resources related field and (3) years experience supervising staff in a division or multiple work units within a public or private sector organization or an equivalent combination of education and experience sufficient to successfully perform requisite duties of the job.

Purpose of Classification:
The purpose of this classification is to administer the daily operations of a unit within the Office of the Clerk of Superior and Magistrate Courts. Responsibilities include assisting with general management and oversight of assignment-related departmental functions, assisting in developing and implementing policies and procedures, overseeing work of assigned staff, and serving as the principal advisor to the Chief Deputy Clerk. Incumbent is also responsible for managing the division in his/her absence.
Essential Functions/Additional Functions:

Administers daily operations of a unit within the Office of the Clerk of Superior and Magistrate Court, including providing general management and oversight of departmental functions and serving as the principal advisor to Chief Deputy Clerk within the Clerk’s office.
Supervises, directs, and evaluates assigned staff: makes hiring or termination recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; approves/processes employee concerns and problems and counsels or disciplines as appropriate; reviews departmental appraisal program; assists with or completes employee performance appraisals; directs work; and acts as a liaison between employees and management.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.
Identifies issues and develops solutions to problems impacting the Clerk’s office, including reviewing the utilization of computers and other technology to meet departmental demands.
Assists in the development, implementation, and interpretation of policies and procedures related to the daily operation of the Clerk’s office; evaluates office production, revises procedures, or devises new forms in response to changing laws or newly enacted legislation and to improve efficiency of workflow and outreach in the community; and recommends changes for more efficient, courteous service.
Coordinates staff training and professional development programs, including determining training needs for assigned work units and advising employees of training opportunities and job changes effected through new legislation, policies, and/or procedures.
Provides assistance to internal and external individuals/entities: answers telephone and assists walk in customers; provides general information on departmental, county and state policies and procedures within COSMC; refers calls to appropriate department/personnel; interacts with courts in other jurisdictions; and assists in resolving questions and complaints raised by court personnel, attorneys, and members of other organizations and public.
Oversees and coordinates preparation and administration of the annual departmental budget: reviews budget with staff; approves or denies specific expenditures; and monitors expenditures for compliance with approved budget.
Communicates with the Chief Deputy Clerk, the Bureau Chiefs, the Clerk of Superior and Magistrate Courts, County Manager, city/state officials, other employees, sales representatives, third party service contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to Superior Court operations; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.
