DESCRIPTION

In March 2021, Congress passed the American Rescue Plan Act of 2021 (ARPA), which provided state, local, and Tribal governments with direct financial resources to respond to the Covid-19 pandemic, its immediate economic effects, and also established an aspirational goal of rebuilding stronger and more equitable local economies to help overcome any long-lasting impacts of the pandemic at the community level. Accordingly, the Los Angeles County Department of Economic Opportunity is committed to shifting from reaction to response, and to making transformative and sustainable impact in our community.

JVS SoCal is seeking a qualified ARPA Program Manager who will be responsible for the implementation, operations, budgeting, and deliverables of the APRA program for Pandemic Rapid Re-Employment (PRRR) and Elevate Youth. This will include, but is not limited to planning, organizing, and managing funding to including adherence to all related federal and local policies, procedures and regulations. Moreover, this role will include maximizing the timing and sequencing of all ARPA funds and performance measures. Furthermore, the ARPA Program Manager will be required to facilitate engagement, cooperation, and decision making with a diverse pool of internal and external stakeholders.

REQUIREMENTS

· Must have at least 4 years experience working in workforce development organization that address social needs of the community. Preference with serving at risk populations and long-term unemployment.

· Bachelor’s Degree preferred in Business Administration, Organizational Development, Public Administration, Psychology, Sociology, or related is preferred.

· Must possess strong leadership skills, effective written and oral communications abilities.

· Proficient in Microsoft office products including Outlook, Teams, Word, Excel and PowerPoint.

· Knowledge of social media and virtual meeting platforms and strong public speaking skills is required.

· Must have strong commitment to improving employment and economic opportunities for all members of the local community.

KEY RESPONSIBILITIES

Program Management/CQI Technical Assistance

· Responsible for the implementation, operation, and execution of the American Rescue Plan Act (ARPA) Pandemic Rapid Re-Employment Program (PRRR) policies, directives, and performance measures.

· Adheres to directives, establishes and maintains program procedures, evaluates and meets/exceeds program measures for contract compliance and metrics.

· Develops, implements, and evaluates strategies for enrollments, training services, unsubsidized employment, retention, and other performance measures to ensure compliance with all County regulations and grant requirements; develops and executes Performance Enhancement Plans for underperforming areas and submit to County on timely manner.

· Provides high-level coordination with County operations, Associate Director, internal agency departments for deliverables. Delivers and trains staff to provide career services, training services, and supportive services to eligible participants in the program. Ensures that all data is accurately and entered into CalJOBS in real-time.

· Conducts quality assurance reviews for contract compliance of case files and prepare weekly reports on performance measures. Directs data quality assurance in order to address findings, trends, and data related discrepancies.

· Adheres to payroll procedures by collaborating with Career Coach and worksites to ensure timesheets are submitted on timely manner in adherence of labor laws; Resolve payroll issues immediately.

· Develops tracking methods, projection of costs, and monitors financial expenses of ARPA budget performance. Ensures that expenditure goals are met and/or exceeded on monthly and/or quarterly basis. Coordinates the preparation of auxiliary documents, manages financial records, makes recommendations, analyzes and providing budgets updates to Supervisor on monthly basis.

· Reviews and approves On-the-Job Training contracts, Transitional Job agreements, supportive services, and other funded services in accordance with County directives and internal agency guidelines; Adhere to County guidance on vaccine mandate policy for subsidized employment services.

· Ensures that all participants receive Work Readiness Services through the County approved curriculum, which is designed to support participants in obtaining, retaining, and excel in new job/position.

· Ensures that training determination is conducted for participants that benefit short-term occupational training opportunities through an Individualized Training Account (ITA); adhere to County directive on ITA guidelines, internal standard operating procedures, and metric requirements.

· Provides customer service, complaints, and/or concerns by responding to information requests, assessing underlying program issues, providing solutions to problems, and correcting deficiencies.

· Guides customer services and ensures the delivery of high-quality workforce development

services that support the needs of businesses, job seekers, and labor force through various County and AJCC resources; Identify and implement innovative and valuable resources to enhance the services and outcomes of the program.

· Trains staff to connect employers to workforce programs, connect qualified job seekers to employers, and coordinate staff activities to meet the needs of employers and job seekers.

· Coordinates with County, Internal, State auditors and personnel to ensure contract requirements are met

· Provides DEO monthly activity reports and/or additional program progress reports, including narrative reports, success stories, challenges, and plans.

· Attends all LA County DEO meetings, trainings, conferences, and/or performance meetings

Supervision and Management

· Implements controls for appropriate staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues

· Evaluates and manages employee performance, discusses and identifies personnel issues and facilitates resolutions, promoting positive morale among team, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.

· Directs and supervises ARPA staff, trains staff program directives, CalJOBS system and case management practices, and other related tasks

· Conducts consistent staff development training, supervises staff, establishes staff goals and expectations and evaluates staff performance on monthly basis through various accountability methods

Business Services/Outreaching Navigation

· Engages and collaborates with business and partners on deliverables within high growth industry sectors for employer-based services and placements. Markets and messages program information, availability, and application/referral processes to businesses and partners

· Attends and/or facilitates meetings with local officials, professional service providers, businesses, CBO’s, and various agencies to communicate program objectives, model, and schedules through use of effective correspondence, roundtables, townhalls, or other convening approaches

· Works closely with Business Services Team to align participants with job opportunities with local employers and cross-train on ARPA program requirements for businesses

· Establishes and maintains effective relationships with economic development agencies in the local area needed for the supply/demand alignment of job seekers and employers. Utilizes resources available, including but not limited to, Duns and Bradstreet reporting to meet needs.

· Coordinates and facilitates Employer Orientations to provide overview of OJT and TSE expectations and policies/procedures. Takes action to resolve any worksite issues including, but not limited to Worker Compensation, sexual harassment, progressive disciplinary action, follow grievance and complaint procedures, and performance issues as it relates to participants and businesses engaged in employer-based services.

· Informs businesses of health and safety standards and ensures workplace conditions meet guidelines for participants; Ensure that documentation of participant’s receipt of safety training is included in case file.

· Recruits program participants and employers by development, implementation, and outreaching efforts to target ARPA priority populations and high growth businesses. Establishes a Marketing Plan including PSA’s, newspaper advertisement and press releases, social media platforms, mailer campaigns, partner presentations, and coordinates participation in community events, and so forth.

· Establishes Business Services goals and monitor performance, including but not limited to, outreaching efforts, business connections, successful execution of OJT/TSE agreements, recruitments, job leads, and permanent employment aligning to program outcomes.

· Coordinates community-based organizations (CBO’s) for wrap-around services, businesses in high growth industries for subsidized and unsubsidized opportunities, training providers, and other stakeholders and government organizations.

· Supports the Director by researching sector growth opportunities, compiling reports that outline opportunities, gaps, and challenges, providing suggestions based on ARPA policies and programs, and ensuring that strategies are implemented, evaluated, and continuously improve.

· Ensures all employer outreaching, connections, services, and outcomes are recording as Employer Services in the CalJOBS system for performance measures requirements, including maintaining an active worksite listing.

· Develops and distribute surveys to participants, partners, and business; compile data and provide analysis of needs; Implement continuous quality improvement to enhance services.

PHYSICAL DEMANDS

While performing the essential functions of this job, the incumbent must be able to do the following: stand for extended periods; sit for extended periods; bend and reach for filing and other job-related functions; climb up and down stairs; bend, stoop, and lift to move and retrieve materials; pull, push, and lift; reach both above and below shoulder height. Specific visual abilities include close vision, color vision, depth perception, and the ability to adjust focus. Must be able to visually inspect work. Manual dexterity to operate computer and other office equipment required.
