Agile Program Manager (PM)

RIVA Solutions is looking for a highly technical Agile Program Manager (PM) to manage program, budget, deliverable and performance goals for our Department of Health and Human Services customer. He/she will be responsible for documenting and managing project management, application development, service delivery, and quality management standards and processes, as well as defined approach for performance measurement and metrics tracking.

In this role, PM will provide:

• Guidance and oversight to manage multiple, concurrent. Agile project teams
• Timely delivery of the required solutions in accordance with Government standards, the Software Development Life Cycle (SDLC), Web Development Life Cycle (WDLC) and HHS OCIO guidelines, including the development of artifacts related to all SDLC stage gates.
• Ensure project risks are identified, assessed, mitigated, and managed
• Track monthly and cumulative performance metrics as necessary to report risks and issues?
• Ensure the right combination of the diverse skillsets needed for the different areas of work outlined in the scope
• Experience managing complex budgets and tracking of costs for service delivery as well as managing senior technical staff who will lead areas of work
• Ensure Agile methodologies are used to perform tasks in a timely, efficient and cost-effective manner while maintaining the highest quality of performance including project control and management reporting
• Define and enforce internal management communication procedures and communication procedures
• Promote a human-centric, disciplined approach to ensure high-quality results within the specified timeframes to meet critical operational tasks and ensure an optimal customer experience.

• 10+ years of experience leading full-scale digital SDLC projects, including extensive experience leading digital communication projects and programs
• 15+ of relevant program management experience
• 3+ years of experience leading projects using Public Cloud environments (ie AWS)
• Experience supporting HHS and adhering to OCIO and EPLC guidelines
• Experience working in Agile frameworks (e.g., Kanban and Scrum) and industry-wide best practices to design, architect, administer and maintain user-oriented, accessible websites, and the systems
• Experience coordinating a technical workforce of 50+ web, web content, and service desk personnel

Preferred Experience

• Masters degree in related field
