Culmen is seeking an Acquisition Specialist to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Nuclear Technology Department, Nuclear Effects Division (RD NTE). Fort Belvoir, VA.
Principal Duties
- Evaluate the acquisition planning and execution of acquisition programs in the broad area of Nuclear Weapon Effects (NWE) Modeling and Simulation (M&S).
- Provide cost estimating, life-cycle costing, and cost-benefit analyses in support of acquisition programs and other analyses including support to POM and PPBE activities.
- Perform "should-cost" analysis and trade studies related to cost trade-off options.
- Plan, coordinate, integrate, implement, and evaluate the use of acquisition programs in the broad area of Chemical and Biological Defense.
- Provide necessary input to ISS/ASR and create and manage Purchase Request (PR) Packages
- Employ technical expertise to translate scientific information into required programmatic and fiscal documentation to support the planning, programming, budgeting and execution system.
- Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities and courses of action;
- Participate in Integrated Product Teams and serve as programmatic point of contact;
- Establish and maintain relationships with relevant internal and external stakeholders in the NT defense community;
- Provide support to and coordination of acquisition and planning, programming, budgeting, and execution documents to include development of budget exhibits and Program Objectives Memorandum (POM) materials, for a research and development acquisition program.
- Assist in setting portfolio, project, and product level strategy and priorities;
- Ensure portfolios are responsive and mapped to program goals and requirements;
- Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences;
- Create briefings and products for both technical and senior leader audiences;
- Track cost, schedule, and performance of nuclear weapon effects related technical projects to ensure they continue to meet the objectives of the program;
- Advise the program team on risk assessment and risk management, business and contracting strategies, and technology transfers.
- Assist with developing and tracking budgets and spend plans for a wide-ranging portfolio across multiple fiscal years;
- Assist with tracking project expenditures, supporting the development of funding award documentation and development/maintenance of program review materials;
- Provide technical and logistical support to the client and be prepared to provide insight for internal taskers;
- Provide assistance with acquisition /contracting strategy for projects and programs;
- Assist with planning, coordinating and executing stakeholder meetings and tracking project deliverables;
- Assist with contributing input for budget execution reviews, internal and OSD/PAIO, and monthly JSCBIS/JICAP comments as well as mid-year and end-of-year comments.
- Assist with managing and developing the PPBE (planning, programming, budgeting, and execution) process as well as developing budget/program briefs.
- Assist and Coordinate with the NTE Division Chief and with Program Managers (PMs)/CORs during award process (competitive and sole source actions) and liaison with Government Financial Analysts and Contracting Officers to make awards in a timely manner while adhering to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), broad DoD Acquisition Directives and DTRA specific Acquisition Directives.
Basic Requirements:
- DOD Secret level clearance
- Successful completion of a full course of study in an accredited college or university leading to a BS, or MS, in a Business/Accounting/Financial Management related field, AND/OR:
- Five years experience managing projects and financials (preferably DTRA RD experience) AND/OR:
- A degree in a science field (e.g. physics) with experience managing RDT&E projects from a Program/Project Management perspective
- AND a minimum of five years’ experience with a BS, or 3 years with a MS, with experience in:
- DoD Financial Systems with experience in research and development planning
- Managing and reporting on multiple RDT&E projects
- Detail-oriented, self-starter with excellent communication and time management skills.
- High-level proficiency with MS Excel, PowerPoint, and Word.
Desired Experience
- Defense Acquisition University (DAU) course-work and/or certifications
- Knowledge of Joint Chemical Biological Defense Program systems (e.g. JSCBIS/JICAP) and General Fund Enterprise Business System (GFEBS)
- Knowledge of the DoD acquisition policies (FAR/DFAR regulations)
