Responsibilities:
- Provide acquisition / procurement support for cybersecurity/ IT Security procurement packages at DHS/TSA Information Technology
- Develop acquisition plans and procurement milestone schedules
- Perform market research activities (e.g., exchanges with industry, sources sought, Request for Information (RFI), Draft Request for Proposals (DRFP), and Industry Day)
- Analyze and assist with finalization of procurement packages
- Provide recommendations concerning the selection of contract type and method of acquisition
- Prepare and assist with the preparation of Justifications for Other-Than Full-and-Open-Competition and Limited Source Justification
- Prepare or assist with the preparation of Determinations and Findings
- Present or assist in presenting acquisition planning documentation for higher level reviews and approvals
- Maintain pre-award files and documentation in accordance with applicable statute, regulation, and policy
- Support and meetings with requiring activity clients within TSA facilities
- Solicitation support in drafting, issuance, and amendment of solicitations, Request for Quotations (RFQs) and Request for Proposals (RFPs)
- Evaluation support in performing evaluation of quotes, proposals, and offers
- Provide consultation and guidance on understanding, navigating, implementing, and complying with the policies, processes, procedures, and requirements set forth by DHS and TSA in the acquisition process of IT Security (products & services)
- Support the development and maintenance of briefing slides, presentations, and work products in support of the program life cycle review gates in accordance with TSA acquisition guidelines
- Monitor and apply latest Acquisition guideline changes and inform Government of the changes
- Provided support for all DHS/TSA IT procurement planning activities
- Develop and assist with PR Package artifacts and best practices
- Devising acquisition strategies, acquisition plans, and develop and review Acquisition Life Cycle Contract documents
Requirements:
- Bachelor’s Degree required
- Must have cybersecurity/IT security contract/acquisition acumen and skills
- FAC-C level II required
- Must have experience using the TSA contract writing system
- Prior work experience within DHS and/or TSA preferred
- Experience working in a government contracting environment
- Innovative and thinks outside of box
- Highly proficient in word, excel, power point
- Ability to obtain and maintain a TSA Public Trust
- Shall have 3-5+ years demonstrated knowledge and experience in IT Acquisition Program Management
- Specialists shall be certified in Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Level II and above)
