ACCOUNTING TECHNICIAN

GENERAL SUMMARY

    This is responsible administrative work involved in preparing financial information and records for the Administrative Office of the Courts.  Employees in this classification examine, account for, reconcile, analyze, and interpret basic accounting data and records in accordance with GAAP/GASB standards, state/agency accounting procedures and appropriate internal controls.  This classification is distinguished from Accounting Clerks by the fact that Accounting Technician work requires knowledge of accounting principles and includes preparing financial and statistical reports and summaries.  Supervision may be exercised over office support and/or clerical staff.  Work is performed under general supervision. This is a limited period full time position. 

ESSENTIAL JOB FUNCTIONS *

•    Applies basic accounting theory to account for revenues, expenditures, transfers, accounts payable, accounts receivable, and inventory in accordance with GAAP/GASB in order to accurately report results of agency operations.

•    Reviews and process accounts payable, travel expenses, and financial contracts in order to ensure compliance with state policies and procedures and satisfy financial obligations.

•    Sets-up, monitors, and makes adjustments and closing entries for books, ledgers, and journals in order to document financial activity for a project or a program.

•    Monitors status of accounts, budgets, and contracts in order to provide information to senior accounting staff.

•    Meets with financial and program staff in order to exchange relevant information, explain accounting processes and applicable regulations, and resolve accounting discrepancies or disputes associated with payment authorizations, fund transfers, payroll accounting, collections, account and budget balances, and other financial transactions.

•    Prepares various financial reports/spreadsheets and performs related data entry.

•    Assists the department in the preparation and review of financial/statistical information and other financial projects.

•    Coordinates procurement requests from employees and monitors contract spending consistent with approved budget projections.

•    Assists in the preparation of journals and processes transactions in the AdvantageME system. 

•    Organizes and manages the central filing system and off site storage for records retention.

•    Prepares the Active Retired Judges payroll and/or assists as required. 

•    Assists Accounting Clerks with procedural questions, external inquiries and AdvantageME system data entry procedures. 

OTHER DUTIES AND RESPONSIBILITIES    

    Performs other duties as required.

EDUCATION

An Associates Degree from an accredited educational institution in Accounting OR any Bachelors Degree from accredited educational institution that includes 12 semester hours in accounting. Accounting coursework must include successful completion of Principles of Accounting I & II plus two other accounting-related courses. Experience must demonstrate comprehension and application of Generally Accepted Accounting Principles (GAAP).

SKILLS/EXPERIENCE/TRAINING REQUIRED

•    Knowledge of generally accepted accounting theories, principles, methods, practices, and terminology.

•    Ability to prepare narrative and statistical financial reports.

•    Ability to review fiscal transactions for conformity with applicable laws, policies, and procedures.

•    Ability to communicate effectively.

•    Ability to write clearly and effectively.

•    Ability to recommend improvements in accounting procedures.

•    Ability to function effectively as a member of a project team.

•    Experience in the use of spreadsheets, word processing, and database software. 

•    Ability to interact effectively with court staff, judges, attorneys and vendors.

•    Ability to maintain confidentiality of all sensitive financial information.

•    Ability to work successfully within a team and also to independently manage own workload.

PHYSICAL AND MENTAL DEMANDS (include but are not limited to:)

    Physical and mental ability to perform tasks in an office or courtroom environment requiring frequent and/or sustained periods of standing, sitting, walking; bending; reaching above or below desk level.  May require ability to lift or move up to 10 pounds.  Hearing ability sufficient to communicate efficiently and effectively with public and court staff.  Vision, dexterity, coordination and cognitive ability sufficient to use telephone, keyboard, computer and other office systems and equipment efficiently.  Cognitive, intellectual and mental ability to concentrate on details and/or perform more than one complex task at a time and to handle diverse pressures related to requests and needs of those using court system services.  Cognitive and mental ability to work and communicate effectively with co-workers and all levels of court personnel.

Salary Information: 

  • Grade 11; Range $20.84 - $27.12 per hour

80 hours bi-weekly/plus generous fringe benefits.
