ABOUT THE DEPARTMENT

The Colorado Department of Public Safety (CDPS) consists of five Divisions: Colorado Bureau of Investigation (CBI), Colorado State Patrol (CSP), Division of Criminal Justice (DCJ), Division of Fire Prevention and Control (DFPC), and the Division of Homeland Security and Emergency Management (DHSEM). The Executive Director's Office (EDO) provides administrative and management services to the operating divisions of the department.

Description of Job

ABOUT THE WORK UNIT

The Administrative Services Office (ASO) sections provide a full range of logistics and financial services including accounts payable/receivable, purchasing, budget and policy formulation, financial reporting, federal financial grant application, Division financial policy implementation in congruence with the Colorado Department of Public Safety financial policies and all state and federal fiscal rules.

ASO provides internal administrative support to the Divisions within CDPS and include the following sections:
  • Chief Administrative Officer’s office
  • Accounting Services led by the Controller
  • Budget and Policy led by the Budget Director
  • Procurement and Commercial Cards led by the Purchasing Director
  • Logistics Services Section led by the Logistics Director
JOB DESCRIPTION & POSITION DUTIES

The purpose of this position is to provide professional accounting support to the Colorado Department of Public Safety (CDPS) under the guidance and leadership of the Executive Director’s Office Administrative Services Office. This position applies accounting theories, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GASB), and other professional accounting standards to provide professional accounting duties and financial reporting services to CDPS. Working knowledge of GAAP, GASB, basic accounting theory, and financial tools such as Excel are required. Working knowledge of state and departmental accounting and the state’s financial system of record (CORE) is preferred, but not required. Manage specific accounting and sub-systems, including analysis of complicated accounting and fiscal data, billing, cash collection and reconciliation. This analysis requires the application of known and established accounting theory, principles, conceptual models, professional standards, precedents, and statewide system rules and regulations in order to determine their relationship to accounting and budget issues.

Document Approval


This position will assist in performing the review of expenditure transactions posted by other accounting staff to determine accuracy and compliance with GAAP and GASB accounting standards, State fiscal rules, and all relevant State and department policies.

  • Reviews and approves documents in CORE such as IN’s, GAX’s, PRC1’s, RE’s, and internal transactions and determines financial impact of transaction to the general ledger.
  • Ensures supporting documentation properly substantiates the nature of the transaction and demonstrates appropriate approvals.
  • Determines if the transaction is compliant with GAAP and GASB accounting standards, State fiscal rules, and all relevant State and department policies.
  • Position is also responsible for helping to troubleshoot various errors and provide guidance on how to correct.

Inventory Accounting

This position will be responsible for DHSEM’s inventory accounting which includes reviewing CORE Inventory Module transactions that are submitted by warehouse staff, invoicing for inventory sold and entering the related accounts receivable documents in CORE, and following up on all uncollected balances. The inventory accounting process may include processing journal entry transactions and independently completing detailed reconciliations which includes identifying necessary corrections, making the corrections, and working with the relevant parties so they understand the correction required and the steps needed to prevent similar issues in the future. Position may collaborate with one or more divisions to support divisional objectives and represent the controller's office on fiscal matters, participating in divisional fiscal staff activities and advising divisional staff on agency-wide objectives. As liaison, position will serve as the fiscal subject matter expert for the resolution of a wide variety of fiscal issues, ranging from adjusting budgets to proper classification of expenditures to analysis and resolution of diagnostic anomalies.

Accounts Receivable & Cash Receipts

Post all cash receipts for DHSEM which may entail research and collaboration with others to ensure receipts are properly recorded. Monitors all outstanding receivable balances and follows up as necessary to ensure timely collection. Monitoring receivables may include identifying and correcting anomalies utilizing infoAdvantage diagnostic reports, ad hoc reports, or through account analysis. Determining the underlying cause of the anomaly, and the best solution in accordance with one of several different procedural options. Identified solution must go beyond simply addressing the anomaly, but also addressing and correcting the underlying causes to avoid future anomalies.

WORK ENVIRONMENT
  • Professional office work environment.
  • Mostly sedentary.
  • Flexible office hours between 8:00 am and 5:00 pm.
  • Hybrid, but must be able to report to the work location when required by business needs.
  • May require occasional travel throughout the Denver Metro area.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (EDUCATION & EXPERIENCE) & SUBSTITUTION:

  • A bachelor’s degree from an accredited institution in finance or accounting and one (1) year of professional accounting experience.
OR

  • A bachelor's degree from an accredited institution which included 27 semester hours of accounting or auditing coursework and two (2) years of professional accounting experience.
OR

  • Five years of professional accounting experience.
OR

  • Current, valid licensure as a CPA by the Colorado Board of Accountancy.
OR

  • An advanced degree from an accredited institution in finance or accounting and one (1) year of professional accounting experience. Additional appropriate education will substitute for the required experience on a year-for-year basis.
PREFERRED QUALIFICATIONS:
  • Experience with state financial system (CORE) is preferred.
  • Experience with grant financial management.
  • A Certified Pubic Accountant (CPA) designation.
  • Highly proficient with Excel.
  • Excellent verbal and written communication skills.

CONDITIONS OF EMPLOYMENT

  • Requires successful completion of a background investigation that will include a polygraph and a criminal history check.
